The DAB suggested a list of proposal for stimulating the economy yesterday and the most arrestive one should be the 500 million lucky draw.
It is ridiculous to have this kind of proposal, as it is not an effective way to stimulate the economy, or even it makes the situation worse.

Firstly, the prizes of lucky draw are mostly sponsored by our govt, that means from the tax-payers. Being a tax-payer, I won’t accept my money will be used for the prize of lucky draw which is not used for helping the people in need. If the prizes are sponsored by commericals, I appreicate.

Secondly, it can’t stimulate the economy effectively. Let’s think when will the people spend the money? In the previous weeks for one big-sale in Shatin New Town Plaza, we found that HK ppl still have spending power, they are just waiting for the best time to spend. The time for big-sale, great discount …. etc. What did it show us? It showed that the most effective way to attract people to spend is Lowering Prices. It must be the most direct and effective way. The TaiLin Electronics, Shatin YaTa, and the coming Computer Expo Festival in ShamShuiPo are all showing the ‘Discount effect’. Notice that Govt does not need to spend millions of dollars for that but just providing secure shopping place and smooth traffic policies. That’s all. The commericals will find their way to attract us to spend and their proposal must be cost-effective. At least comparing with Govt’s.

Thirdly, the lucky draw is not helping the poor. Certainly, the purpose of this lucky draw is not helping the poor but stimulate the economy, but I think this 500 million is suggested to be used in the wrong place. During this harsh period, our Govt should take most attention to spend each dollar. Creating job opportunities and helping the poors are always the most important mission. All tax-payers will clap if Govt use this 500 million on these matter but not for lucky draw. Why? Simply we think who will be benefited in this lucky draw? The one who is ‘lucky’ and knows the rule of game. How about the elderly who even don’t know how to write their names on the lucky draw tickets? How can the people who only earn $10 per day to spend $300 and take a chance to win the ‘lucky draw’? The most ridicious thing is that visitors can also participate in the lucky draw. That means a large amount of money(remember the prizes are car, flat) of tax-payer may transfer to the visitors who have excess money to travel and they just spend only $300. Is it effective to stimulate the economy comparing with my second point?

This lucky draw cannot effectively stimulate the economy, but leads the rich richer but the poor gains nothing. 500 million dollars can be spent very effectively for improving the poor’s, assisting the Small Middle Enterprises. It is better to lend money for people who wants to buy their first home than giving a new home to one person who may not necessary to have it. It is better to lower the price of petrol than giving a new car to one person who may not willing to drive it. Is it really ‘Lucky’ to us if there is lucky draw by Govt?

Obama in Chicago

He is the first US President that I have never noticed so seriously before.  Although Obama may not solve the current weakness of financial situation in US shortly, he has succeed to bring a Hope to US.  This Hope is not just by his speech, but his life, showing nothing is impossible.  A black man leads the White House.

As Obama’s slogan, ‘Change’ is really come to US.  Not only this, he also changed the ‘fact’ that no black in the leading role for hundreds of yrs.  He has also proofed that US is still the leader of the world, not because of the financial side, but of the political side.  US citizens shows the maturity and freedom to vote for their new leader. The process is smooth ever.  The loser, Mr. John McClain shows his extra-ordinary humble respect to Obama without blaming on anyone.  He asked his followers to support the new president with him just because they are US citizens ! It is a great comparison to that in Taiwan recently, right?

I am impressed by him but I also wonder. I wonder if HK ppl are mature to vote their governor in 2012.  I even wonder if there is any politician with high quality as Obama to lead us, or as McClain to face the failure with this kind of humble mind.  I wonder if anyone can say ‘It is not a home for lawyers nor workers, a home for left side nor the right side, it is our Home of Hong Kong.’  I see none now.

奧巴馬是我第一個如此留意的美國總統,雖然我不相信他能一下子改變美國如今的困境,但至少他已帶給希望予美國人。這希望不單是因為他的講辭,而是他自己的人生。他讓世人看到世上沒有不可能的事,黑人入主白宫!

正如奧巴馬的口號,「Change」,轉變的確來到美國。不單如此,整個大選更告訴世界為何美國仍是領袖:不因為經濟,乃因為政治。美國人表現了如何自由地和成熟地選出領袖;麥凱恩如何顯出大將之風面對失敗,他更鼓勵支持者一同支持新總統,一同為國家出力。這正正和台灣成一大對比。

我自己一方面受感動,另一方面懷疑香港人是否有如此成熟的智慧去普選,更懷疑是否有政治材能的人可以帶領香港,至少現在我們看不到有…
